Today the Department of Criminal Law and Procedure is one of the dynamically developing subdivisions of Central Kazakhstan Academy. As our goal we see training of highly qualified specialists of the new formation with the innovative and creative type of thinking, possessing deep theoretical and practical knowledge, skills, combining ideological conviction with the active life position in accordance with the interests and needs of the society and the state.
The department includes highly qualified specialists with significant pedagogical and practical experience: the head of the department, candidate of law sciences, associate professor I.V. Kondratyev; Deputy Head of the Department, Master of Laws, Associate Professor A.K. Salykova; Doctor of Law, Professor Z.S. Tokubayev, Candidate of Law, Associate Professor K.K. Birzhanov; candidate of chemical sciences, professor B.T. Zhuzbayev; Candidate of Law Sciences, Professor A. Erokhin; candidate of Law sciences, professor M.K. Intykbayev; Candidate of Law, Professor Sh.K. Kussainov; senior lecturer A.S. Kopbayeva.
The department provides teaching of such disciplines as “Criminal Procedure Law of the Republic of Kazakhstan”, “Criminalistics”, “Criminal Law of the Republic of Kazakhstan”, “Criminology”, ”Criminal Executive Law of the Republic of Kazakhstan”, “Fundamentals of Operational Investigative Activities”, “Law Enforcement Agencies”, “Forensic support for detection and investigation of criminal offenses”, “Fundamentals of forensic medicine and psychiatry”, “Countering corruption criminal offenses”, “Judicial proceedings in criminal cases”, “Forensic support for the and investigation of criminal offenses”, “Fundamentals of qualification of criminal offenses”, “General principles of imposing punishment”, “Actual problems of combating criminal offenses against property”, “Criminal legal characteristics of criminal offenses against the individual”, “Actual problems of combating criminal offenses against property”, etc.
In accordance with the most modern educational technologies, the department provides methodological support for the taught disciplines: the preparation of textbooks, teaching aids, development of teaching materials, recommendations, generalizations of teaching experience, private methods, etc. there are being developed new training programs which take into account the needs of the society in training specialists, as well as intra- and interdisciplinary logical connections that contribute to the increase in the importance of taught academic disciplines, and, as the consequence, to increase the competitiveness of the university in the educational services market and acquire the possibility of the state orders.
The department creates the required conditions for the active study, use and development of the national language and more it develops thematic plans, syllables for lectures, seminars and practical classes, independent work of students for a full course of study.
Our lecturers improve constantly their quality of teaching (including the quality of lectures as the leading form of education); make students to be active students at seminars and practical classes; develop the necessary skills and abilities, creative abilities of students. We introduce the advanced forms of training and control of cadets’ knowledge, including the use of audio, video, computer technology into the educational process.
The department has established creative relations with similar departments of other educational institutions of the Republic of Kazakhstan, near and far abroad, there’s conducted the work to expand and strengthen cooperation with the practical bodies of the Ministry of Internal Affairs of the Republic of Kazakhstan and other law enforcement agencies. It has become a good tradition to invite the heads and leading specialists of the internal affairs bodies, courts and prosecutors to speak to students and the teaching staff of the department; involvement of practitioners in conducting classes.
The integral part of the research activities and educational process of the Academy, the training of highly qualified specialists who are able to apply the latest achievements of science in practical activities, is the research work of students. Attracting students to the research work expands their horizons, erudition, develops the ability for scientific creativity, interest in future professional activities, teaches them to be independent, develops high demands on themselves, helps to become proactive, professional employees in the field of jurisprudence.
Scientific-research work of students is carried out within the framework of the functioning of two subject-scientific groups (clubs): “Problems of Criminal Law and Criminology”, “Problems of Criminal Procedure Law and Criminalistics”. Members of the clubs of departments have won prizes several times at the republican and regional conferences.
Undergraduates also take an active part in the scientific -research work. The teaching staff of the department contributes to the disclosure of their scientific -research potential, the practical development of Methodology of scientific research and the skills to perform the research work, improve the quality of training of specialists graduated from Academy who are able to apply creatively and effectively the achievements of modern science in their professional activities, the formation of the reserve of scientific and teaching staff of Academy.
Students and undergraduates under supervision of the lecturers of the department take an active part in the annual international scientific and theoretical conference “Science and Youth: New Ideas and Solutions”.
It is necessary to mention the educational work of our department. Teachers hold annually the various thematic events related to the specifics of the disciplines to be taught. The curators of academic groups play the special role in it.
A lot of work is carried out by the lectures of the department on the arrangement of occupational guidance for schoolchildren, practice, employment and career growth.
Our graduates work successfully in the civil service, in law enforcement agencies, in the legal profession, etc., while all of them do not lose contacts with the department.
We associate the development prospects of the department with the general direction of modernization of modern education - to create optimal conditions to develop the needs and abilities of the personality of the future specialist for the independent acquisition of knowledge and skills, continuous education and professional self-education.
It will allow the department to reach the new level of development, participate more effectively in the training of qualified, competitive, competent, responsible, socially and professionally mobile specialists to be skilled in their profession, but also oriented in related fields of activity, capable to arrange their work at the level of world standards and to be ready for the continuous professional growth.

In its turn, transformations in the system of social relations have the impact on education, require it to be mobile and adequate respond to the realities of the new historical stage and must correspond to the needs of the development of the economy.
In this regard, the establishment of Department of “Public Law” seems to be well-timed and time-dictated step in modernization of the legal education.
Department of Public Law of Central Kazakhstan Academy was established by the Rector’s Order No. 21 dated September 26, 2018.
The main directions of the educational activities of Department of Public Law are carried out on the basis of the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan “On Education” and the state standard of education of the Republic of Kazakhstan using educational technology under the program of full-time, distance learning in educational programs:

The Department of Public Law is the graduate department at Faculty of Law of the CKA.
As part of the credit technology of education, modular educational programs with the use of distance learning technologies are implemented. In this connection, realizing the goals of educational programs, the staff of the department arrange its activities to train competitive and in-demand specialists with a range of knowledge in the field of national and foreign jurisprudence.
The main types of professional activities of the staff of the department are:
1) Educational and methodical work. In the process of educational and methodological work, the lecturer participates in the educational process, develops educational and methodological literature, undergoes internships, and improves his/her pedagogical skills.
2) The scientific and research activity. When the lecturer carries out the research work, he studies the scientific works of prominent scientists and he is engaged in research activities, publishes the results of his own research, participates in conferences, supervises theses and master’s theses and he is engaged in research with students and undergraduates. The research results of lecturers are used in the educational process.
At the department the leading scientists at the department are: Candidate of Law sciences, Professor I.A. Omarov; Candidate of Law sciences, Associate Professor V.N. Lapshin; Candidate of Law sciences, associate Professor A.V. Karpekina; Candidate of Pedagogical Sciences, Associate Professor R.D. Okasheva.
All scientific work of the department is carried out in two directions:
- The theme of the scientific research of the department – “The mechanism of government and legal regulation in the Republic of Kazakhstan: state and ways of improvement”;
- Scientific club – “Lawyers of the future”.
In accordance with these directions, the research work of lecturers, undergraduates and students is carried out comprehensively.
3) Educational work consists in the lecturer’s assistance to the personal development of students, their social adaptation in the team and support from the curators and senior students.
In addition, Academy has the wide social program to support students, various types of activities are carried out to organize students’ leisure. All conditions have been arranged for the creative and intellectual development of students. Students, being members of various circles, always participate in city shows and conferences and they are owners of city, republican and international prizes.
The lecturers of the department are members of the Republican Union of Lawyers of Kazakhstan, as well as the Chamber of Legal Consultants of the Karaganda region, they participate in development of proposals for improving the norms of the current legislation in the framework of the instructions of the head of the state.
The scientific-research work and educational process at all levels of training are accompanied by free access to modern information resources through creating the environment that includes broadband Internet, electronic resource funds, Wi-Fi zones, specialized classrooms, laboratories, computer classes, multimedia classrooms, the book stock, the electronic library, periodicals. The access to databases, “Republican Scientific and Technical Library”, “Republican Interuniversity Electronic Library”, “Elsevier”, “EbscoPublishing”, “Science”, “Zan”, “Paragraph”, “INION” is provided.
The quality of educational activities is guaranteed by the qualified teaching staff. The department consists of 9 lecturers and the laboratory assistant of the department, including 3 candidates of legal sciences, 1 candidate of pedagogical sciences (of which there are 2 professors and 3 associate professors of the Higher Attestation Commission), 4 masters of legal sciences.

The basis of the educational process of the department is the close fusion of basic theoretical training and the development of acquired skills and knowledge in practice, which allows the graduates to compete successfully in the national and international labor market. The leadership of the Central Kazakhstan Academy has concluded long-term cooperation agreements with more than 100 practice bases.
The objects of professional activity of CKA graduates in the specialization of the department are law enforcement agencies, courts, government and administrative bodies, executive bodies, government and non-governmental institutions, the legal profession, the banking sector, insurance bodies, audit companies and educational institutions.
In addition, the staff of the department, students and undergraduates cooperate within the Republic of Kazakhstan and in the international arena with neighboring countries - the Russian Federation, the Republic of Belarus, as well as with foreign countries - Belgium, Germany and France.

At the present stage of development of the country and the region, the sphere of private law relations has expanded due to the activity of international processes, modernization of law, economy and administrative apparatus at the national and regional levels. These factors increased the need for qualified specialists in the field of private law. In light of this, the creation of the Department of "Private law" is an important and timely step in the modernization of legal education focused on Standards and guidelines to ensure the quality of higher education in the European higher education area (ESG) and the National qualifications framework.
In accordance with the recommendations of UNESCO conferences, the Central Kazakhstan Academy seeks to create an open and flexible structure of education and training, allowing to quickly adapt to the changing needs of production, science, factors of internal and external environment. This led to the use of a modular approach in the implementation of educational programs 6В04214 - "Jurisprudence" and 7М04205-"Jurisprudence". As part of the credit training technology, modular educational programs are implemented using distance learning technologies and elements of dual training. Educational results of training are evaluated in the context of competence-based approach, which forms students ' professional legal skills, management skills, analysis, indicative and strategic planning of forecasting, legal decision-making of local and global nature.
The activity of the Department of" Private law " is organized in accordance with the mission of the Central Kazakhstan Academy and is to provide affordable, high-quality, decent education aimed at the highest level of individual and professional development, through a technologically organized process of training, demanded by the production, science and business environment.
